According to the Reuters article, China since 2014 has banned charging devices with power banks inflight.

I believe it was earlier than 2014 (circa 2008?). I remember Beijing Capital's security check questioning why I had a power bank with no serial number (back then, many power banks' serial numbers were embossed on the case that would eventually "rub down" as the power bank got used more and more). At the time, the power bank I had was down to roughly 50% capacity and not that big.(and I had a charging adapter) so I told them to toss it... it seemed there were many power banks in the pile. This was an international flight (PEK -> YYZ)
That said, every time I have passed through PEK/PVG since then, power banks have had to be inspected.
