You cannot bid on a 016 UA ticket ever. Codeshare or native flight number does not matter. Bidding only works on LH group tickets.

You can buy an upgrade or apply miles or +Ps on LH-coded flights. These can be on 016 tickets. UA must convert the flights to have native LH flight numbers, codeshares don't work here.
