I have a trip booked via United.com and paid fully via credit card (no points/miles) for EWR-FRA-CAI with a return segment MXP-FRA-EWR all in business, and 3 of the 4 flights are on LH, all with UA codeshare flight numbers (FRA-EWR on the final flight is UA).
Is it correct that I cannot bid or try to upgrade from biz to first on LH longhaul because it is on a UA codeshare ticket? Most of what I see online seems to indicate that is the case, but I do see some reports of calling in so I wanted to check.

1/2 correct
You cannot bid on a 016 UA ticket ever. Codeshare or native flight number does not matter. Bidding only works on LH group tickets.
You can buy an upgrade or apply miles or +Ps on LH-coded flights. These can be on 016 tickets. UA must convert the flights to have native LH flight numbers, codeshares don't work here.
