You can tell United spends very little money on soft product and training for FAs when it comes to cabin service. If you want more than just a seat and an actual premium experience I would not recommend United Polaris.
You are absolutely right about the food in Polaris. I still remember the days when we had a choice when the bread basket came around, and the bread wasn't cold. The simple reality is that UA is filling Polaris seat with passengers with the slop they are currently serving, so there is no incentive for UA to change. As for the FA's, I attribute that to - once again - UA cost cutting. UA reduced crew size to the absolute minimums during COVID, and they remain that way today, making it hard for the onboard crew to properly serve business passengers. I've flown KE, EK, DL and LH in business over the past year, and all four offer a better experience.
