What percentage of UO passengers are part of CX-UO itinerary, compare to single UO flight to destination? I bet it would be a small number. Therefore from CX management's point of view, they are taking the risk of alienating a small number of passengers, compare to providing cheaper price for most passengers due to lower cost of gate fees.
Gate fees seem like a number that the largest single and most critical tenant of the airport could easily negotiate for without having to compromise its operations. It's not like the airport makes less having UO pay less in one terminal than another.
