DCA has had "Digital ID" now for a few months. My big complaint is that the DL agents at the lower level check-in desk never have the scanners turned on or they use the computers that don't have it. Then when you get over to TSA, the digital ID line is closed half the time. I'm all for something that's better and faster than CLEAR, but it's inconsistent.
I've experienced the same issue for morning flights at LAX.
