Lotteries etc. were set up to combat scalping. Buying tickets from abroad is generally very difficult unless, as is the case with shows I'm planning to go to this fall, there's a specific opening-up to international fans. For concerts that are standing room only, your ticket will have an entry number on it. Tickets may have the original buyer's name on them. ID checks are not unheard of.

I encountered that system for standing room recently. I arrived just after door opening, 60 min before show began, but had to wait about 30 minutes for my number to be called in order to enter the club. My guess is about a third to half the people were there to be called, and everyone else wandered in after that.
