My flight is tomorrow and although it says No Show penalty is waived, not sure I would trust it. Will try again later.
If all you want is to no show and refund, I would take a back seat and wait a few days/week for the bluster to die down, by not calling now you will be helping other travellers who do need to still travel and do need to rearrange.
In the US your airlines have well developed IRROPs processes that are accessible online via apps and websites, QR don't have that, that's why you're seeing the original fare rules if you attempt to cancel online. Screenshot the message in the travel alerts section of the website as your proof and if you want to signal to QR you don't intend to turn up to free up your seats for others, hit the cancel button in manage my booking
