It seems to me Operations Control has taken the decision to cancel selected flights (probably those with lighter loads and with relatively easy alternatives) but still operate a number of services from the early morning and morning departure banks and to maximize the number of people taken on these flight to lift the pressure off what is happening in the airport right now. As a result some of the aircraft have sat at DOH for upwards of 6 hours waiting to be dispatched. That seems a terrible waste of capacity, but it seems a conscious operational decision, probably in hopes of stabilizing the operation sooner. In view of the waiting lines for rebooking in this thread, I am not surprised that QR has taken this approach. This may also shift more trouble to the outstations, for sure if QR is unwilling to reroute on other airlines.
