USD 13 for 3GB is an ok price to me, and you'll have it ready to use as soon as you land in Europe.
I'm sure there are cheaper offers available inside Romania (maybe not at the airport) but is it worth wasting time and effort looking for them? If there are problems you will have to go through Romanian customer service which might not be the easiest if you are later physically located in Serbia
However the Airalo Europe appears not to include Moldova or Kosovo if you were going there.
