So in summary - correct, there is no wifi on the majority of tpac routes for Delta, and no known timeline when this will be resolved... and no known timeline when domestic regional aircraft will get real wifi instead of the crap gogo. Its looking more likely that for regional/connection carriers we'll loose the old slow legacy wifi entirely before they have the new system installed and working.
