Within the EU (so, Croatia, Romania, Bulgaria, Hungary...) roaming prices are equal to domestic prices, so you can cover those with one operator's SIM. So you can cover the others with Airalo if you think you'll need more than 3 gig - just get a cheapo prepaid for EU countries.
