Nico40's comment is correct.

The TGV includes seat reservations except for really short rides, like in your case. If you think about from a revenue standpoint, it makes no sense for the SNCF to forfeit selling a long distance ticket to a long distance customer just because someone needs a seat for a 10mn journey in the middle.
