Isn't this a Premium flight (TCON), so PP is really PP? Or is this a plane swap?
A flight between DEN-IAH on a 787-9 for example the PP seats would be sold as E+.

Adding: well spoke too soon, IAD-SFO is not a premium TCON, so this may be a different issue.
