I think what they really mean is that an "open" return costs only £14 more than a single, so they are trying to encourage you to buy a return next time.
No, it's definitely suggesting you upgrade a single to a return ticket for £14 by paying the onboard staff. I saw the ad on the HEX earlier this week. (Not that I pay for the HEX... I was just using it to get from T5 to T2/3 for the purple train!)
This upgrade is sold under its
own ticket type rather than an excess, and any HEX ticket seller should be able to issue it from their handheld devices.
