I think it doesn't help that, specifically, the free flight move perk can't be done on the front-end by PSL (maybe also not by Ulti? But perhaps they get confronted with it more), and the back-end is just problematic.

It seems my saga has now finally been resolved, and the agents were great (Ben, if you're reading this, where do I send cookies), but damn is it ever frustrating.
