The best answer I have come up with after dealing with this for YEARS is Alaska's IT is so poor that it can't communicate with other airlines in real time so you are seeing inventory that was available at some point in the past but is no longer actually available.
But what happens when said inventory on AA flights is also available and bookable on the AA website and the BA website (at the lowest level which i believe used to be called Saver Award). At this point, it is not Phantom Award but inability of AS IT to actually book what should be bookable.
