The lottery is pretty standard these days.
Even though you may see scalpers, it's becoming hit or miss if the ticket is still valid if you buy through them (least there's warnings against doing this).
More than likely official ticket distributors have their own in house reselling system and they'll go for face value rather than inflated values that you can see through US sites like Ticketmaster or Stubhub, etc.
I think it's a good change.. least everyone who enters the lottery has a fair chance rather than first come first serve or paying inflated amounts to scalpers.
