It’s a nice thought, but likely to be scuppered by :
1) The requirement to clean, sterilise and refill the metal container in a controlled environment, seal it with a tamper-evident closure and carry out quality and microbiological testing.
2) Materials handling : a plane’s worth of drinking water would need a significant number of heavy metal bottles - or a half a dozen urns - to be loaded, safely stored and decanted.
3) The water itself. Would passengers be happy with the local Tap d’Airport, or would it need to be consistent-quality mineral water ?
Sure but it isn’t something that is beyond the wit of caterers to sterilise and reuse metal or glass bottles - presumably they manage this with plates and cutlery and are on top of food hygiene testing. I would guess that most would have a water filtration system in place anyway for washing vegetables etc. where the local tap is dodgy so it really isn’t a huge stretch.
