No. The fares don't reflect relative value, they reflect UA's prediction of demand. And demand for PE seats is skewed by the relatively small number of seats compared to economy, the fact that some corporate travel policies allow purchase of PE for long-haul, and the phenomenon of some people feeling that purchasing business class is unacceptably extravagant/self-indulgent compared to buying the more proletarian "premium economy."
