This makes the program next to worthless except to those who for whatever reason just don't use plus points . . . which are likely to be the people who earn the most PPs: GS and 1Ks who are paying (self or OPP) for Business/First tickets. For them, the scad of PPs they earn they can spend with confidence on this because they know they won't use them (or only a few).
For everyone else - who actually might use PPs when they can - you either give up early or let them die unused.
