The issue is the wait for checked bags, especially in the US. Fly to Asia, your bags will be there by the time you clear immigration. The other way around? Wait an hour after clearing (exaggerated, but you get the point).
It's a cultural thing at this point, so it's going to be difficult to get folks to want to wait when they're used to not having to.
