You are correct that it can't be added to digital wallets. I don't know how the Apple payments ecosystem works, but with Google, you can add the card to your Google account and use it online anywhere Google Pay is accepted, such as fast food apps and eBay.

Adding the card to your Google Wallet (for tap to pay functionality) is a separate action that requires the issuing bank to work with them and that does not work.
