I have not heard of a USA-arrival not being "clean", but you're right I should have put "should not" instead of "will not", as exceptions do occur. I've had to do it when transferring from Schengen to Schengen even (at NCE), because the connecting flights entrance was closed, leaving me no option but to go landside and back.
