Fwiw, the thought I tried to express in the above post was that while the original delay may have been caused by a genuine lack of plastic card inventory (rather than being a made-up story), there are additional considerations that might have emerged afterward, and which could account for the prolonged delay.
I noticed that if you click the business gift card link, there is now an application form to purchase gift cards for your business. I went through the motions and received an email a few days later. They replied that yes, they could sell me multiple quantities of gift cards for my business, but if I was looking to only purchase one $50 card for the Amex deal, they would not be able to help. The Amex $50 was specifically called out in the context of the email as well as the subject line.
This makes me think that the story of "no inventory" is intentional. They clearly have inventory to sell if you want bulk quantities, per their response, but not if you're using your Amex benefit.
