Why do you think it's obvious it won't start from mid June if it runs next year? It seems eminently sensible to run it after the peak holiday booking period (presumably paid for with BAPP) is done. Otherwise it doesn't drive new spend, it just piggy backs on what is being done anyway.
That would then encourage big holiday spend to other cards, not sure that is a positive for Amex or BA
