Spoke to ANA HQ in Japan via the US number, they said the same thing. They strongly discourage me from buying basic economy if I have a preferred seat - which is why I will probably buy Value Plus or buy Basic Econ from United.

That and the last 5-7 rows of the plane; when I see it from United's side, I can select a seat I want PROVIDED THAT it is located 5 to 7 rows from the back of the plane, in the case of a Boeing 787-9.
