It's pretty obvious these are pairs of reward bookings with one adult and one child in each, and both adults want to sit in the business class cabin.

If the children are 14 or over this is probably going to be ok. If not, then there has to be someone over 16 on a linked booking which seems to be the case here for both pairs, it depends whether the definition of "accompanying" means "seated with" which I don't see that it does really.
