Just got a notice that my Rakuten account was shut down after inquiring why I couldn't access it anymore. I only used it occasionally and didn't do any referrals. This was their explanation:

Totally shocked that they shut me down. It seems like my account may have been hacked and/or my email was used to open other accounts or something. Rakuten was the only cashback site that I used. Like the OP, I wonder if there's anything I can do?
To follow up: Rakuten re-instated my account after several back and forth emails. The only "other accounts" they referenced was my wife's account. There were, however, several referrals on my account - as if I had tried to use my account to refer others and collect referral bonus points. I did not make the referrals, and have no idea how/why they got there, but it appears that is what they were concerned about. They rescinded the referrals and allowed me back into my account.
