Just ask at checkin for your CI flight to check bags through to DL. You'll need the DL PNR, flight number, and eticket number. CI agent will enter and bags will be checked through to DL.

6 hours isn't really enough time to leave airport at TPE. Its not like you're nearby places want to go see. Add in immigration and security to drive times and just not worth it.
