In the previous language, it was implied that the lounge passes applied to CX-operated departure lounges. Now it's simply spelled out as such (by adding the bolded words in your post, "Cathay Pacific operated"). In practice, could we ever redeem Cathay lounge passes for other OW departure lounges besides CX ones? (And when on earth would we want to?)

If my read is right, then there might've been some people out there confused or abusing the system somehow, issuing departure lounge passes and using to try and enter other operators' lounges?

I've used lounge passes quite a bit, mostly to get extra people in the CX lounges in excess of my limit (+2), or for other people flying on non-OW airlines joining me in CX F (HKG) or J lounges (elsewhere). I've burned hundreds of thousands of miles this way. I think, based on reading the new language, this would still be unchanged?
Currently, you can redeem it for outstation partner lounges except for lounges that specifically said you cannot (Like QF lounges in Australia, JFK AA/BA Soho and Greenwich)
