Is that a new requirement? I've been twice to Indonesia and never had to do any paperwork before the flights (my last flight was at the end of 2019). Both times it was VOA for US passport and I didn't have to pay anything for it. What has changed?
Out of curiosity I found the stamps in my passport, and both say the same thing. Visa Exemption. I guess that's not longer the case.
