I'd be (wishfully) more optimistic - the Lounge Pass T&Cs changing doesn't mean SLs lose lounge access overnight
I'd hazard a guess that it's for SLs, when flying in Y on codeshare flights not marketed by CX, to redeem their lounge pass for lounge access which SLs don't automatically qualify for:
e.g. on LH7015 (op. CX298), or JL7062 (op. CX580), or UO connecting flights as part of a CX itinerary etc.
if so, that'd be an (albeit minute) improvement
edit: CX's website state that lounge access is available for (SL) "members departing on flights marketed or operated by Cathay Pacific" - they currently already have lounge access on codeshares - apologies, my bad
but... perhaps it could be intepreted
the other way ominously, given the rumours regarding a program overhaul & the unofficial decision to close the Pier within half decade
