Unlike in SIN I don't think HKIA has the same rights as CAG to move someone to another terminal which they did with 3K (and see what that has caused) - but if they did, that probably explains why UO was shafted.

SQ should have been the first kicked to T2 and shafted to receive the furthest gate at the new concourse.
Just like SQ did to CX.
