Since the TSA is a US Government agency, non-US airports don't have to follow its silly rules. They're free to concentrate instead on things that might actually improve security. (There are some regulations that foreign airports must follow with flights destined for the US, but things like the "sock hop" and taking laptops out of backpacks aren't part of it yet.)
