Thank you for your reply. I understand about location. I've tried all company's and wound up getting the best rate through Autoslash/Priceline. I do qualify for Costco and AAA/AARP. I do not want to pay upfront in case plans change and that is where I'm getting the best deal. But with this rate I got for Avis is was pay at counter. It's ridiculous the difference in Pay Now or Pay at Counter. I'm sure a lot of people have lost money by doing that.
