No, and I posted this at the how to and guides on the top of the page already, so I will repost again, it is about the property but not about how you were not charged when you stayed outside US, you shouldn't think one property do it for you outside US and that apply to every property outside US neither, and that's why hash house printed this and bring to your table with the menu for a reason, so there's no argument back and forth.
It is the same thing for GOH, some properties allow globalist benefit apply to multiple rooms booked without the need of using GOH, but Rio straightly enforce each additional room you book require 1 or more GOH apply to each room
