Yes, you are being too cautious. Brushing teeth, etc is perfectly safe using tap water (ok, maybe if you go to a small village in Isaan and use a communal water hose, then not so much ). Just do not drink it, and you will be fine - been living here for eight years and frequently visiting for 20+ years before that, and never had any ill effects from water
