I use UA TB for reimbursement as well and I don't think it is "lying" or "stealing" as Amex has allowed it for years. I'm sure Amex's data analytics team can see people making $100 purchases with UA at the beginning of every year. So if they thought of it as an issue, they would have put a stop to it.
My concern for the other poster is that they told the agent, on a recorded call, they purchased A instead of B and they should be eligible for reimbursement. Bending the truth is one thing, but what they did can be considered fraud.
I'm 99% sure nothing will happen with them, but it is just a bad idea to misrepresent your purchase to a bank.
