They might proactively offer them to a small kid but normally you need to ask. I have a bunch of them but always had to ask.
My kids are older now so no longer bother
You have to ask, I was able to get a bear on all of my flights in May/June: FUK-SIN, SIN-ADL & PER-SIN.
