It is a bit confusing to me as well. I always tend to book two people in the room as I am never sure whether my partner joins me in the last minute.

I remember (hopefully correctly?) in some Hilton hotel last year, upon logging in the app, it was giving me the same price exactly for one or two travallers. Plus one or two breakfasts, always for the same price. I also believe this benefit was mentioned at silver level, which I am. Now the chat agent says it is a benefit for every member, regardless the status.

When I try to see the charges before booking today (Hampton Budapest), logged-in, I see the taxes for one night on queen-sized bed are the same for one or two guests (9 EUR) -- but the room charges are different: 9 % higher if occupied by two guests.
