It sounds to me more like airline CYA due diligence, but if there's a pattern and it only applies to a handful of cities, maybe it is an official obligation.
I really doubt immigration "pre-decides" anything, but apparently they need the list of pax on TWOV in some ports. In my experience, in SZX and TFU the airline reps had to submit my details to immigration (they already had stuff like onward tickets and the passport/name that I provided in the departure airport). In WUH I was additionally escorted from the jet bridge to the counter by the reps who provided the details to immigration.
KMG, PVG, PEK, HGH, CAN from my experience - you submit those details yourself and talk to the immigration. I saw somewhere that Shanghai now has a system where you can register for TWOV in advance, but did not look at the details.
