In HKG, check-in agent had to get the permission from immigration office in your mainland landing airport (TFU for my son’s case) for permission before issuing a boarding pass. So, do you think there is a formal pre approval requirement for TFU and HGH? Exceptions like this should be documented in TIMATIC.
It sounds to me more like airline CYA due diligence, but if there's a pattern and it only applies to a handful of cities, maybe it is an official obligation.
