jetstar adds this as their only exception:
Note. Non-photographic ID will only be accepted for infants travelling with an adult who presents photo ID. In this case, a birth certificate is acceptable.
I was a little bit surprised to find no official government guidance- I assumed they’d have had their own rules but seemingly not published in an obvious location
