You can upgrade after you annual fee without a concern...no idea if it works or not though, but maybe spent 15k, get the FNC, then upgrade and get another. I am guessing after another 15k spend you will get another since you will be at 30k total
It worked for me, just got 2 FNCs a few days ago after upgrading after anniversary but before the second year annual fees posted. Here’s the timeline - Original card: Hilton Surpass
Card opened: 3/14/2024
First annual fee charged: 4/12/2024
Request upgrade: 3/15/2025
Second annual fee charged: 4/13/2025 for $150
Prorated annual fee charged: 5/4/2025 for $515.53, $141.46 refunded
Upgrade FNC (based on date) posted: 5/21/2025
Annual FNC posted: 6/2/2025
