To circle back, I was stealing myself for a fight on this. And sent in two different polite requests (just stating that it was prior to 30 DEC, and also that they had QF /A/ listed as premium economy), one via CS and one later via email (no idea which worked), and received a response that exactly as above that it needed to be before 30 DEC and BA, AA, IB marketed. So QF was not eligible.
However as goodwill (GGL, or just feel sorry for me....) they added the (correct) difference of nTP and avios.

Which they (unfortunately) correctly put as non BA nTPs, so I am still 28k away from where I need to be, and have GFL. But who knows maybe someone pays for 20k for an F flight SYD/LHR in the next 9 months....
(There is no GB 20k flight in any cabin on any airline on SYD/LHR but I digress....)
