it is a hard block. But the check-in or gate agent can release it if the flight is full. I overheard one time where the gate agent Saïd that the flight was full to 2 friends. But there was a probably room. But they had to wait till the checkin was closed. And they ended up taking my seat and the blocked seat while i was moved to business.
