This is exactly the case. I have tested this multiple times with Lifemiles. If it shows through smart search/star alliance search then it will be bookable. If it shows on UA but not available through smart search/star alliance then it will show up using 'Thai Airways' search but then will give an error when trying to go through to the payment. It is known that TG gives more availability to UA specifically out of all the *A partners (not sure why) but somehow searching with the 'Thai Airways' filter will show these award seats.. but they cannot actually be booked.

This is a TG issue with limiting availability to different partners rather than a Lifemiles issue.
