File a complaint with the U.S. DOT. DOT regulations require compensation for downgrades on flights to, from, or within the U.S. It's typically not as generous as what EC 261/2004 requires, but if you mention the AESA determination and the EC rule, Iberia will see that when DOT forwards your complaint to Iberia for response.
