Not sure if yours is a current observation, but I've used Google Lens within Chrome on images of Japanese handwriting over the last year or so and noticed it works to recognize & translate. Was pleasantly surprised since the translate app didn't handle things like Japanese handwritten menus very well a few years ago. I sometimes pause YouTube Japanese content videos to grab a Lens capture or find a specific location. It even identified a ryokan from the noren/door decoration in a random drama.
