It's rare, but does happen. Was upgraded on a LIS-AMS last year. This has happened only once though.

On all my other intra-Europe Y short-hauls I've booked myself an extra seat to make sure I had no neighbor, so I never felt the need to be upgrade. This EXST in my PNR might also be a reason why some crews didn't offer to move me. But in some of those cases too, I was served either meal from J, drinks from J or something of the sort. It's basically about 50-50 for a crew trying to make the flight better than normal, and I really do appreciate those who go the extra mile.
